On August 28, an inauguration and ground-breaking ceremony for 17 major projects was held in Hanoi, timed to coincide with the 81st anniversary of Vietnam's National Day. Their total investment volume is approximately VND 397.018 trillion, or about $15.27 billion.
Out of the 17 projects, 11 were officially inaugurated or put into technical operation, while ground-breaking ceremonies were held for another six. The main focus areas are transport and rail infrastructure, water supply and drainage systems, urban renewal, and the development of the West Lake area.
Among the already completed facilities is the Hoang Cau - Voi Phuc section of Ring Road No. 1, costing VND 7.211 trillion. Major water infrastructure facilities have also been put into operation, including the regulating lakes Phu Do, Yen Nghia 1, Thuy Phuong 2, and Dong Bong 2, the reconstructed Thuy Phuong canal, and the lower section of the Kim Nguu River.
In total, ten drainage and flood-prevention facilities received investments totaling VND 6.159 trillion and are set to add about 78 hectares of regulating lake water surface to Hanoi. Five new water bodies have a combined storage capacity of about 3.4 million cubic meters of water. City authorities note that part of this infrastructure already proved effective during the 2026 rainy season, reducing the depth and duration of flooding in a number of areas.
One of the six projects whose construction began on August 28 is Ring Road No. 3.5, spanning the section from Phuc La - Van Phu to the Phap Van - Cau Gie expressway. Investments will amount to VND 5.61 trillion, with a length of about 10.7 km. The project provides for six traffic lanes and two parallel frontage roads. Completion is scheduled for 2027.
Two more projects are related to the development of railway infrastructure. The eastern section of the Ngoc Hoi - Kim Son national railway ring is estimated at VND 27.752 trillion. It involves the construction of a standard-gauge 1,435 mm double-track line. The main Thuong Tin - Kim Son section will stretch for approximately 31.36 km, with another ~3 km comprising the branch line to Ngoc Hoi.
The Hanoi - Ho Chi Minh City railway realignment project on the Phu Xuyen - Ngoc Hoi section received investments amounting to VND 12.419 trillion. The new section will have a length of about 26.5 km, with an additional ~3 km connection to the Bac Hong - Van Dien railway ring. Three stations are planned to be built here: Ngoc Hoi, Thuong Tin, and Phu Xuyen.
The largest by cost among the six new projects will be the reconstruction and development of the Vinh Hung urban area. The investment volume is estimated at VND 185.758 trillion, and the project area covers approximately 447 hectares. Of this, 206.1 hectares are designated for urban renewal and development, and another 240.9 hectares for modernization and landscaping.
In southern Hanoi, the implementation of a multifunctional urban project in the communes of Binh Minh and Tam Hung has begun. Investments will total VND 111.137 trillion, covering an area of about 599.6 hectares. The project is designed for approximately 105,087 residents and is scheduled for completion in 2030. It provides for resettlement housing, as well as an increase in the supply of social and commercial housing.
Another VND 30.151 trillion will be allocated to the reconstruction and development of the West Lake area and the creation of a scenic road along its shoreline. The project is being implemented under a public-private partnership mechanism in a Build-Transfer format. Its area covers 567.75 hectares, including 520.90 hectares of the lake's water surface and 46.85 hectares of land plots. The project plans to reconstruct about 13.5 km of roads, as well as create public squares, viewing platforms, bridges, piers, parks, and flower gardens. Underground parking lots with commercial infrastructure and environmental protection facilities are also provided for.
These 17 projects are part of Hanoi's broader program for National Day. In total, as part of the holiday events, the city plans to launch construction or inaugurate 54 projects with a total value of VND 401.234 trillion.
