New reporting requirements proposed for crypto exchanges in Vietnam

The Ministry of Finance of Vietnam and the State Securities Commission have submitted a draft regulation on reporting and information disclosure in the crypto asset market for public discussion. The notice for public comments was published on September 15, 2026. The document concerns the operations of crypto platforms and the submission of information to regulators. The proposed requirements have not yet entered into force.

According to the draft, platforms will be required to submit weekly data on assets under custody to the commission. It is proposed to provide audited reports on client assets twice a year: wallet addresses, balances, storage methods, and proof of reserves.

Owners of at least 1% of the charter capital of a crypto service provider are proposed to notify regulators of changes in their stake at least three days in advance. A similar timeframe is established for notifying about transactions involving crypto assets held in custody by the platform made by executives, chief technology officers, and related parties.

During trading hours, exchanges will be required to disclose prices and trading volumes, daily highs and lows, as well as the top three buy and sell orders. Decisions to list or delist a crypto asset must be reported to the Ministry of Finance, the Ministry of Public Security, and the State Bank within 24 hours.

Issuers are required to publish a prospectus no later than 15 days prior to the offering. Changes will need to be disclosed within three days, and the results of the offering within seven days after its completion. The draft was prepared to advance the pilot crypto market regulation program under Government Resolution No. 05/2025/NQ-CP.

Concurrently, preparations for local trading platforms are underway. On September 16, CAEX announced the extension of its closed beta testing from September 17 to September 25. Testing began on September 6 and is available exclusively to employees and selected partners. The company plans to use the additional time to gather feedback and refine the system.

The CAEX announcement specifically emphasizes that the testing does not constitute a public launch or the commencement of services. The company's license application is pending approval. The features of the test version are subject to change by the time of the official launch.
