How the Real Estate Sales System Works in Vietnam

Real estate sales in Vietnam for foreigners are organized through a multi-level system where developers, master agents, and real estate agencies perform different roles at each stage of the transaction.

Understanding this structure helps foreign buyers properly build the purchasing process and avoid mistakes caused by differences between the Vietnamese and international real estate markets.

Main Principle of the Vietnamese Sales System

Vietnam operates under a unique, multi-level real estate sales structure in which:

Developers and master agents almost never communicate directly with buyers during pre-sales and sales stages. This is standard industry practice, not an exception.

Instead, nearly all communication with the buyer is carried out through real estate agencies.

These agencies act as primary advisors, client support systems, and transaction coordinators.

Why? Developers handle massive volumes of properties and rely heavily on an ecosystem of external agencies for marketing and selling inventory.

Who Are the Key Participants?

The Vietnamese real estate market consists of several distinct roles.

1. Developer (Investor / Chủ đầu tư)

They are the legal owner of the project and the issuer of the apartments.

They handle:

  • legal documentation
  • construction
  • official approvals
  • internal pricing
  • SPA preparation
  • handover
  • Pink Book processing

They do not engage in consultations with hundreds or thousands of buyers.

2. Master Agent (Distributor / Tổng đại lý)

A master agent is a licensed, large-scale distributor appointed by the developer to coordinate sales.

Their responsibilities include:

  • managing inventory across dozens or hundreds of partner agencies
  • distributing official price lists
  • issuing booking confirmations
  • verifying the foreign quota
  • coordinating sales rules
  • internal staff training
  • ensuring compliance
  • providing official sales materials to agencies

They also do not communicate directly with buyers.

3. Real Estate Agencies

These are independent agencies—small, medium, or large—working with developers and master agents.

They handle all communication with the buyer, including:

  • project introductions
  • property selection
  • price explanations
  • investment analysis
  • pre-booking
  • explaining payment schedules
  • document preparation
  • supporting due diligence
  • arranging site visits
  • assisting with SPA signing
  • guidance throughout the process
  • coordination between Buyer ↔ Master Agent ↔ Developer

For foreigners, agencies are not just salespersons. They effectively serve as:

  • consultants
  • translators of market practice
  • transaction managers
  • liaisons with the developer
  • representatives in the communication flow

4. Lawyers (Optional, but recommended)

They provide:

Notaries are involved only when the property is:

  • a completed property
  • sold on the secondary market

Why Developers Do Not Communicate Directly with Buyers Before Sales

This is one of the most critical points.

Foreigners often ask:

  • "Why isn't the developer responding to me directly?"
  • "Why can't I get a direct call from the sales department?"
  • "Why is all communication going through an agent?"

The answer is structural in nature.

Reason 1. Developers manage large-scale operations.

A single leading developer might have:

  • 10 to 40 projects simultaneously
  • 2,000 to 20,000 units per project
  • over 2,000 external agents
  • hundreds of employees handling legal, construction, and compliance matters

They are not structured to:

  • respond to every individual buyer
  • explain projects individually
  • conduct consultations
  • assist with unit selection

This work is outsourced to agencies.

Reason 2. Master agent distribution model.

Developers delegate sales to major distributors called master agents, who then allocate inventory among hundreds of agencies.

This structure ensures fast and efficient inventory absorption.

The flow works as follows:

  • master agents communicate with developers

Not the other way around.

Pre-sales consulting is not part of their scope.

When Developers Communicate with Buyers

Developers initiate direct communication only after the buyer signs a deposit agreement.

The timeline:

  1. The buyer signs the deposit agreement
  2. Payment arrives at the developer's bank account
  3. The buyer is entered into the developer's CRM
  4. The developer issues:
  • official confirmation
  • SPA schedule
  • payment reminders

From this point onward, the developer communicates via:

  • email (almost always)
  • sometimes Zalo (Vietnamese messaging app)
  • rarely by phone

What This Means for Foreign Buyers

Foreign buyers should expect:

  • communication through their agency
  • no direct calls from developer staff prior to placing a deposit

This system is not a drawback. It is a normal, regulated, and efficient real estate sales model in Vietnam.
