Ho Chi Minh City has expanded the list of residential projects where foreign citizens and organizations are eligible to purchase real estate. On October 8–9, 2026, an additional 12 projects were added to the list. Following 14 updates, the registry now includes 160 projects.
Initially, the City People's Committee published a list of 10 projects. These include blocks C1 and C2 of the Hung Phu residential complex in Tam Binh, the Hoang Ha My residential project in An Phu, and a complex featuring apartments, commercial spaces, and offices by developer G Homes in An Khanh.
The list also includes The Emerald 68 in Binh Hoa, The Emerald River Park in Lai Thieu, and the Thanh Loc complex, which combines apartments, commercial spaces, and a hotel, in Thuan An. Other projects are Loc Phu Gia in Phuoc Hoa, the apartment building on plot A of the Tan Phu residential project in Tan My, and phase 1 of the Dong Duong complex in Dien Hong. Phases 1, 2, and 3B of the Saigon Pearl complex in Thanh My Tay are also included in the list.
The subsequent update, published on October 9, added two more projects in Lai Thieu: EcoXuân Lái Thiêu and the Happy One Lái Thiêu Complex Building.
EcoXuân spans nearly 11 hectares. Its developer is Setia Lái Thiêu, a subsidiary of the Malaysian group S P Setia Berhad. The residential component of the project, named Setia Edenia, comprises three towers ranging from 27 to 28 floors, offering 865 apartments and shophouses. The complex is located along National Highway 13.
Happy One Lái Thiêu is being developed by Van Toan Company. The project covers approximately 1.1 hectares and consists of two 33-story towers with two basement levels. A total of 1,441 units are planned, including apartments, officetels, and commercial spaces. Of these, 1,144 are residential apartments. According to a document issued by the Department of Construction on June 18, 2025, foreign citizens and organizations are permitted to own 343 residential apartments in this complex.
The inclusion of projects in the registry does not lift foreign ownership restrictions. Under current regulations, foreigners may own no more than 30% of the apartments in any single apartment building. For landed properties, including villas and townhouses, the limit is set at up to 250 units within an area with a population equivalent to a ward-level administrative division. Housing must be located in projects outside areas restricted for national defense and security reasons.
According to the Ministry of Construction, foreign individuals and entities have been issued ownership certificates for approximately 6,188 residential properties across Vietnam. Of these, 1,519 apartments have been purchased since August 1, 2024, when the 2023 Housing Law took effect.
