On Friday, February 20th, official talks took place at the White House between the head of the Communist Party of Vietnam, To Lam, and US President Donald Trump. The meeting was the central event of the Vietnamese delegation's visit to Washington, confirming the course towards deepening the strategic partnership between the countries.
Review of US Technological Restrictions
A key outcome of the dialogue was Donald Trump's statement that he would instruct the relevant departments to consider excluding Vietnam from the US strategic export control categories D1-D3.
Categories D1-D3 regulate the export of technologies related to national security. Until now, being on these lists has obliged Vietnamese companies to go through a complex licensing procedure when purchasing American chips and high-tech equipment. The review of this status will be an important step towards turning Vietnam into a global hub for the production of semiconductors and electronics, and will also significantly simplify the work in the country for giants such as Intel and Nvidia
Economic Partnership and Visit to Hanoi
President Trump expressed satisfaction with the commercial agreements signed during the visit, noting their role in reducing the trade imbalance between the countries. Trump confirmed that economic cooperation remains the "central pillar" of the relationship.
During the talks, Donald Trump accepted To Lam's invitation to visit Vietnam on a state visit in 2026. The US President emphasized his sympathy for the Vietnamese people and confirmed Washington's readiness to support a "strong, independent, and prosperous" Vietnam.
In addition, Trump thanked To Lam for Vietnam's participation in the Gaza Peace Council, noting that this underscores the country's growing role in addressing global challenges.
