Vietnam Approves National AI Human Resources Development Program Strategy Until 2035

The Government of Vietnam has officially approved the National AI Human Resources Development Program until 2030, with a vision toward 2035. Deputy Prime Minister Le Thanh Chau signed the corresponding Decision No. 1528/QĐ-TTg on August 11, 2026. The document aims to build a talent base for the digital economy, boost labor productivity, and strengthen the country's technological sovereignty.

The program sets specific targets for training and retraining citizens by 2030. AI skills must be mastered by 100% of university students, 100% of education sector workers, at least 80% of school and college students, and a minimum of 90% of civil servants and public sector employees.

At least 50,000 workers with higher education will undergo courses and advanced training to implement AI in key sectors. Additionally, the country will train 10,000 engineers and researchers, at least 1,500 of whom will be experts in the development and management of complex AI systems.

To implement the program, plans call for establishing at least 10 specialized AI training and research centers. Dedicated innovation hubs will be deployed across 25 higher education institutions. Furthermore, 100% of the country's universities are required to approve internal regulations on the use of AI in the educational process, research, and knowledge assessment.

The benchmark target for 2035 is to create a talent ecosystem capable of adapting to global technological changes. The ability to apply AI will become a mandatory skill for all employees and a foundational tool in public administration, business, and manufacturing.

The implementation plan includes developing a regulatory framework, expanding faculty staff, aligning educational programs with market demand, and creating a shared data infrastructure. A separate set of measures is aimed at supporting vulnerable categories: people with disabilities, residents of remote areas, and workers at risk of job displacement due to automation.
